These cones, or strobiles, are the fruit of a deciduous Alder tree (Sp. Alnus) & are quite small, approx 1” or 2.5 cm. There is also what looks like a small metallic blue invasive Alder leaf beetle, (Agelastica alni), on the lowest center cone.
